Pol\u00edticas bem intencionadas que n\u00e3o olham para quem mora ou usa os im\u00f3veis tombados\u201d, afirma Vivian Barbour. \u201cSe um im\u00f3vel tombado n\u00e3o tem uso, est\u00e1 fadado \u00e0 deteriora\u00e7\u00e3o.
